Programme Overview

To John Carver, the inventor of the Policy Governance Model, Policy Governance is a complete model for governance. It is a coherent framework of concept and principles that is internally consistent as well as powerful in dealing with whatever practical situations arise. It provides succinct steps and explanations of how the board should be governed. The Policy Governance Model is an empowering and fundamental redesign of the board’s role; it emphasises values, vision and empowerment of both board and employees, and the strategic ability to lead leaders. Under Policy Governance, a board crafts its values into policies of four types: Ends, Governance process, Board-Management delegation and Executive limitations.

Modern governance is not simply modern management practised by a board. Although the principles of management and governance are closely related, but governance is much more than management. John Carver suggested that the secret of modern governance lies in policy making, but policy-making of a finely crafted sort. So the Policy Governance model is a new approach to conceiving of the board’s important job, which are coded in 10 basic principles.
